To be clear, Russia and Belarus will not be in.  The countries themselves are not allowed.

The athletes can apply to be allowed as a "Athlètes Individuels Neutres" or AIN.  There are stipulations to being allowed as well insofar as supporting the war effort(s).

As of right now, Sadulaev is the 'only' #1 that isn't approved to go.  Sidakov and Uguev are both already approved.
