I think people get to fired up about the length of the reviews on the casual viewer tunning in.  If they watch any other sport they are used to it by now..

Another reason this OOB stalling rule sucks is that the refs wait to call stalling now until they go out. In prior years, if some one is backing up and the other guy is shooting, they would throw up the stall as soon as the guy shoots (as they should). Now they wait and if they don’t go out, they avoid a stall call. Fix (and many others) dodged some stall calls that way

it is definitely relative though. A 3 minute review in a 2-3 hour game, vs 3 minute review in a 7 minute match. Eek
