No longer in effect.

EIWA site reports Wilkes only sent 6 wrestlers to the tourney in 1996. (I thought they had started the tourney -15.) Pretty sure the rule was changed shortly thereafter.

Except if they are top ranked recruits interested in a "academic" school they are recruiting against Cornell/Princeton/Stanford plus Northwestern -  all schools with equal or better academics and much better wrestling results. Then they also have to compete with Harvard/Duke/Columbia/UPenn for good recruits the top schools pass on
