When I think up and coming I looked at whose improved every year over the last 5 years. Campbell, University of Northern Colorado, Navy, and a few others. Campbell has shown constant improvement and now getting higher level recruits. Northern Colorado has a very young team this year but I like what their coaching staff is doing.
