I thought they used to be pretty liberal in allowing anyone with a remote chance to get one. I recall guys like Pataky making use of them more out roster management than having a legit shot at the spot. The last two cycles I thought there was a pretty high bar like needing an age level medal or having made a former senior world team to qualify for one.
