No news about Iowa student gambling scandal = it was NBD?

A Virginia Tech Football player snitched on himself and got 9 games (out of 12) instantly by the NCAA, which was reduced to 6 (through a neutral arbitrator, probably because it was such a small amount and he was honest but still half a season ultimately) This was for $400 total on NBA games through small bets. 

Iowa's best batter (Keaton Anthony) wasn't allowed to play the rest of the season before he is even technically found guilty of anything.

This is a big deal.

Have to think violations before the new rules would be subject to the previous rules...

It says the new rules will apply to violations “reported” on or after May 2nd. That is the date the violations were reported by Iowa and Iowa State. The new rules will apply. The NCAA knows similar gambling is happening at every college and they can’t apply the old rules to only Iowa and Iowa State.

Agree, that date was intentional. Since this is happening at all schools and the old rules were too strict, the new rules needed to apply to everyone including Iowa and Iowa State.
